That is just surface rust what you are showing. Check behind the rear spring perches and near the gas tank. Several could only dream of having a frame that good.

What methods would be best to clean it up before it gets worse?

That's not bad at all. You could strip it and seal with bedliner or undercoating

I would think wire wheel .

I have had pretty good luck with Enamel holding up to the liquid brine.

Depends just where you live .

Undercoating you need to look after it after time it comes loose allowing winter slop to get behind it .
