electric fan in front of radiator how to test

I have a 95 3.0 4runner and notice that the pully fan works but i never ever see the electric fan in front of the radiator working. when does this fan turn on? does the ac have to be running to get the motor hot enough for it to turn on?
the truck doesnt run hot i just never see that fan working so i wonder if it actually works or not lol

Since i just replaced the radiator, hoses and tstat i let the truck run awhile and drove it around to get it nice and hot to ensure no leaks, there are no leaks and ran the ac awhile to see if that fan ever turned on, i never see it turn on so im worried it doesnt work

The electric fan cools the AC condenser. It has two speeds, depending on heat load. AC has to be on for it to run.
