85 sr5 4x4 pickup with 22re 5 speed. I have the idle screw seated all the way with white tape on it and new o ring, the idle control thing is blocked off and when I spray starter fluid there are NO leaks. Yet it will not idle down past 1100 rpm and after it warms up and I come to a stop the idle surges but when I let off the brake it idles normal but still 1100 rpm. Brand new tps adjusted correctly. Dashpot is gone. Any ideas what the deal is?

 

Sounds like the auxiliary air valve is stuck open either due to blocked coolant lines going to it or it's faulty itself.
