does valve cover come off for timing cover

I just received my new to me 1992 Toyota pickup, base model 22re 4x4. It drives tight and smooth, no rust, but came with a weird #1 cylinder tap/knock when RPMs get too high or when you let off gas and the motor is slack between shifting gears. The knock when the motor is slack is extremely short lived, tap tap tap....done. Id like to check the rocker arms. It has brand new timing chain, rollers and cover. I mean like last month new. I do not know the mechanic that did the work for my buddy when he owned it and im trying to chase this knock and wondering if maybe it could be a loose rocker arm and would like to pop valve cover. Reason I ask if its been popped to do the chain cover is if it was an obvious rocker arm loose Id like the mechanic would pick up on it.
