22r using oil after rebuild

Hey guys any ideas will be greatful...anyways im only going to list things done that might be a cause...engine rebuilt at 350000 because of timing chain guides broken!

new piston and rings (hastings rings used)
brand new bare aftermarket head with valve guides already installed from (ebay usa)
ok engine machining was done buy a very reptable engine builder here in (aus)that has machined 4 other of my motors that have never touched a drop of oil (not 22rs) ...upon assembly the bare head was given to him and he grinded/installed valves ect and gave back to me complete!ok each ring gap checked and in spec placed with either dot up or letter facing up as instructions! and pretty certain that the oil control rings were not overlapping also ring end gaps placed facing in directions of my (climer manual)i also checked piston to wall clearance and was in spec..ok completely assembled motor fired up and running like a clock! intial comp test before starting engine 164,166,170,166 i used 15-40w mineral oil during break-in went for a good drive over (2hours) not being to hard or soft on it lots of inclines and decents next day pulled plugs noticed small amounts of oil residue on threads checked oil it used roughly quarter of dipstick!...comp test after drive 186,185,187,185....after 600kms i dumped oil noticed same again quarter of dipstick used! then oil changed again at 1200kms this time it used about (600mls) so had slowed down considerably...i put around another 15000kms on it and continued to use around a quart every 1500kms ok somethings wrong it should have worn in buy now being paranoid i got my mate to drive and followed behind and noticed when ever he gives it a nice rev roughly 4000rpm and then (changes gear) it gives a tiny puff of blue smoke for a second!..i since started going offroading and noticed if im going down a very steep decent while engine braking in low range for very long periods it starts smoking pretty bad! i thought valve stems which are of course new! but what confuses me is theirs no smoke on initial start up of day! so im not sure anymore...what do you guys think? ok facts uses around a quart of oil every 1500kms only smokes a quick puff of smoke while high in the rpms (while shifting gears)not sure if its from letting off throttle or the second he got back on....smokes while offroading down steep decents engine braking or really high vacuum never while climbing.....is their a definite way of knowing if its a ring problem.... or a valve stem/guide problem...or any tricks to determine which it is.. if anyone has any ideas thanks in advance Rocco! this is the head I bought off ebay http://www.ebay.com.au/itm/JDM-NIPPO...item233998440f
