3vze Hesitation between 1700-3000RPM. Gurus help me!

Alrighty, Lets start with the good:
I got my 89 4Runner going recently after a couple years down. It was running great with all new battery, plugs, wires, fuel pump, filters and some fluids. I revved it through the range a few times to make sure all was good before driving it.
The Bad: All was well the first couple times but it then developed a "hesitation" at 1700 RPM. Almost like it is bogged down, RPM will try to climb then drop down to about 1200 before trying to climb again. Once the throttle is pressed enough it will jump to 3000 RPM and keep on going.
I tested the TPS and after adjustment it was just barely out of tolerances, a couple ohms. I plan to replace it, but I don't see how it would cause such large issue. I don't hear any knocking/pinging.

Thoughts???

Got any codes?

TPS is 8th(of 20) on the list of things the FSM says to take a look at.
