when i crank up my 92 22re the idle goes from high to low

when i crank up my 92 22re the idle goes from high to low
i was just wondering if someone could help me i have a 92 22re and when i crank it up the idle starts high then goes down and about 30 seconds later the idle goes up again and then goes low what could that be
