3VZE Timing marks not lined up

Newb to the 4 runner world so I apologize if this has been covered a thousand times already... I just got this runner a year ago and this is my first experience with the timing belt assembly.
I discovered a coolant leak from the water pump gasket and consequently am in the middle of replacing gasket, pump timing belt, etc.
as I rotate the crank to line up the marks, the crankshaft mark doesn't line up with TDC... it is closer to 7 degrees BTDC. At this point, the right cam is in line but the left is off the mark. the book says to put the crank at 0 degrees for TDC but that doesn't line up with the mark. So I'm confused and could use some input.
Do I line the crankshaft with the painted marks (7 degrees BTDC) and then dial the left cam in or O degrees and dial both cams in?

Is the crankshaft set to #1 TDC? Start all over, set c/s to #1 TDC, pull the belt off and set the cams to the timing marks and put the belt back on. Then give it 2 clockwise revolutions w a ratchet on the main pulley and check to see if all the marks still line up.

@rworegon-- no this is the old timing belt. once i noticed the marks were off, I stopped disassemble and headed for the forums for advice.

@aalba92691-- thanks for the advice. any idea why they would have marked the timing at 7 degrees BTDC? If i move it to TDC, am I going to have to adjust distributor?

Put the c/s on tdc and post a pic of where the cams are... But regardless u need to reset everything. As far as dist u will need to time the ignition once it's running again w a timing light...
