99 4runner slow uphill only

3400, auto,2wd....This thing is about to kill me...Jasper Rebuilt trans,new torque converter,tune up,timing belt(checked marks line up),fuel filter,New oem cat and exhaust,mass airflow cleaned and reading right,tps reading right and will read a full 0 to 100% when removed,both o2's reading good except front will never go rich, and it still wont accelerate uphill,tranny kicksdown speed decreases and rpms remain flat till level ground...It does have california emmissions...Any help would be Great...

Got any slack in the throttle cable? Maybe you're not quite getting full throttle. Pretty common with these old trucks to have some slack in the cables. A little adjustment to mine and it acted like a whole new beast.

thanks...that has been done...it like u said made a world of difference...after adjustment it gave me the 79% i was looking for on tps but still slow uphill...even wot produce no increase in speed or rpms uphill...thanks again

So just to clarify, if you give it full throttle the rpm's don't change, meaning it does not downshift? If so I would guess the kickdown cable needs adjusting.

it does kick down but ....after kickdown it has small initial increase in rpm but holds flat till crest of hill... almost like draggin a anchor

You say it downshifts but the rpms barely change? That doesn't sound right. Have you tried manually shifting the transmission into a lower gear? The "kick down" cable is not a kick down cable. It controls fluid pressure, not shift points. The shift points are controlled by the computer based on a number of different inputs, such as speed, throttle position(tps), temp, air flow and probably others as well.

when i down shift manually it does the same thing...Raises rpm 500 or so but power stays flat or falls off till crest of hill...did a new test ,dirt road full throttle from stop and wont spin tires,does move forward but feels restricted till u come off wot...yota master tech says ecu is working proper...any idea of what voltage i should c when wot(tps 79%)...my research say tps 0-5 volts but does 5volts occur at wot 79% or is that just the total range the tps could show?....thanks again

Just throwing this out there. You said you did a tune up. Do you have the double electrode plugs in it Denso or NGK? The reason I ask I had the same symptom on mine I pulled the plugs and they were single electrode bought the right double electrode plugs and put a new rebuilt MAF sensor in and what a difference it made. Also might check your fuel pump pressure and fuel regulator. I am attaching pdf of fuel pump and regulator info for you

that might be your traction control system retarding timing to reduce power and control wheel spin. try disabling your vsc system and do the same thing.
