I should add within the last year i have replaced the timing chain and cover, clutch, throwout bearing. The chatter first started while downshifting now its consistent

Check the bolts holding the rotor to the hub. Mine backed out and caused a chatter then a rattle.

Do you have auto hubs? Those can make a chatter sound. Maybe check the your fan shroud.

Checked the fan shroud, skid plate, shield, liners are all good. Took it for a ride today and the chatter acts up the most when I let off the gas and goes away when I engage the clutch so I'm thinking maybe I got a faulty throwout bearing
