Can you turn your A/C compressor by hand?

I need to get my A/C working. I had a shop tell me that they had a hard time charging it (couldn't get it to pull vacuum), so I had them empty all the refrigerant and left it for several years. Now I'm going back to try and fix it and am starting from square one. The compressor feels like there is minimal resistance when rotating it by hand. Would this be caused by being empty or is the compressor possibly worn out? What are they anyway- vein pumps? I need to start somewhere.

Are you spinning the compressor or just the clutch??
Without pressure in the system it should spin free but without the clutch pulled in it will only spin the outer part of the clutch
