95 fuel pressure

95 4runner fuel pressure cause of no start?
my toyota 4runner wont start
i have replaced the pump, fuel filter, COR relay, spark plugs, Mass Air flow sensor.
Im down to the fuel pressure, i tested it the other day and the pressure was at 55 psi and the cold start was at 50 psi, im wondering if its a fuel pressure regulator problem or a vacuum problem
