No wipers/washer this morning??

On my 86 Toyota truck..hard frost and ice this morning and after scraping the windshield and letting the truck heater melt off the rest of the ice the wipers and washer would not function.They moved 3 inches,then stopped for good.What's up and how do I check things?

Check the wiper motor and linkage.

If u hear the wiper motor going than its the linkage. my buddy just had this happen to him 2 days ago.

Turns out to be the fuse.The P/O had a 10 amp fuse instead of a 15 amp and when I turned the wipers on when frozen to the windshield it blew it,I guess....thanks for the replies.
