Revised 3VZ-E Connecting Rod Bolt Tightening Procedure

I found a bunch of old(and new) Toyota TSBs today. While reading through them I stumbled upon this one that was a bit of a shocker. Having recently rebuilt my engine without any clue as to it's existence. Thus not following the revised procedure for tightening the connecting rod bolts it describes when I did so.



All I can say for myself is that I followed the 93 FSM to a T. However, for reasons I can't fathom, the 93 FSM is...well...WRONG!!! Somebody please tell me how an FSM from 1993 doesn't have the correct info, when this TSB was released in 1990?
