Trekmaster shock harsher w use?

Trekmaster shock harsher w use?
Hi,
I recently replaced both front trekmaster struts on my 99 4wd 4runner.
The right strut would barily move anymore and the left was also a lot stiffer than the new struts I put in. Is this typical for tokico trekmaster to get harsher? is this a quality issue or did the valving change ? I thought a worn shock would be more likely to get too soft and not the opposite.
The new struts rides a lot softer (no take off on small road imperfections) and I like my 4runner again
I just want to do this every two years, then I will switch to another brand
