Were you in 4x4 Low when you tried to turn it on? Have you done the gray wire mod?

If you don't use them they tend to sieze up.

Also, try going forward/backward very slowly with the steering wheel turned to allow the teeth on the locker to line up and engage, it is a very noticeable "click" when it finally engages. sometimes they can be very stubborn

try it in 4wd lo, on dry flat pavement, turning in a tight circle about 4 feet, slowly, then
stop, reverse, and turn the wheel a different way, then do it straight...very slowly.

keep trying, it should eventually KLANG right in.

keep at it. go back and forth slowly, straight for a bunch of times. punch the button a few times.

when they were brand new in 1999, they seem almost stuck and hard to use. ya gotta use it often to make it engage all the time. loosen it up

if it has never been used, it could be seized, or need a persuader

Is this the officially recognized testing procedure to make sure the diff lock is working properly? When I was looking for my truck I test drove a few with the lock and wasn't sure if there was a way to test it for proper operation.

No offense, but this seems a little less than exact!

There is no "officially recognized testing procedure", just the most common way to get it to lock in. My e-locker goes right in, no going forward or backwards needed, but that's because I turn it on and off once or twice a month. Regular use is the best way to keep it working.

Abs light is supposed to come on, because with the locker engaged the system disables the ABS.

The locker is a very simple device. All this procedure is designed to do provide differential action the locker. The gears need to line up just right to be able to "lock in"

Simple device = simple procedure

Cool, thanks for the info. As I said I don't have one on my truck and only drove 2 that did have them and didn't bother testing it out b/c I knew I wasn't going to buy them.

Regarding simple devices, there's nothing wrong with the KISS theory!
