97 Tacoma will not start, wierd buzzing sound

So I had just finished changing my oil and had ran it to see how much more I needed to add and what not and I turned it off and was listening to some tunes. Then I go to start it again and it sounds like its going to start up fine like usual and then about 2 seconds into cranking it just stops trying. The dashlights went kind of dim and then there is this electronic buzzing sorta noise coming from the drivers side dash every time I try to crank it. NO CRANKING whatsoever just the buzz, sounds like those buzzer doorbells kinda. Please HELP! I checked the battery and it appears fine. What can I do?

Also I just remembered that a couple of weeks ago i changed out my fuel filter and in that process I had to disconnect the circuit opening relay, near right under the gauge cluster, to relieve the fuel pressure according to my repair manual. Maybe a fuse or something?

sounds like either a dead battery or bad connection at the terminals. What voltage is the battery reading?

I have a battery charger that says its reading at 12volts but Im not so sure about that thing. How else can I tell? I thought if the battery was done it would click rather than buzz. I just had never heard it make that noise before and it just up and quit all the sudden like, seemed weird for a battery to do. Does that happen sometimes, them seeming healthy and then having practically no power?
