IAC Valve or IACV Inspection and Testing

So I have a question about the test for the IAC Valve (aka IACV) inspection procedure listed in the FSM (see attached image).

My valve is responding to the voltage (opening and closing), but it is not closing all the way... There's about a 2-3mm gap when it should be closed. Does this mean that it fails the test? Is it supposed to close all the way?

I've already cleaned the heck out of it. Is there a way to adjust where it stops? I have not tried to disassemble it, but it seems like I read somewhere that if you took the plate off the back-side (opposite the green plastic where the harness plugs in), you could make an adjustment...

A small gap is normal. You can't adjust it though, as it is controlled by the ECU.
