weird brake pedal in low traction conditions

so what could possibly be wrong? when im driving through snow, and i press on my brake pedal, it kind of rattles. i dont really have a better way of saying it. thats pretty much what happens. and i dont appear to really slow down. i kind of slide when this happens. i can hear my bake booster rattling as well when this happens.

whatever it is, it is only when im trying to slow down in snow or in loose dirt or the like. just when there isnt a lot of traction. and a lot of wheel slip. is it my abs maybe? i have 4 wheel abs

It's your ABS, and it sounds like it's working as intended. Just keep solid uniform pressure on the brake pedal when the ABS system is active.

Anti-Locking Brake System. Keeps your wheels from locking up which allows for no skidding in order to help you steer the vehicle as its braking to miss vehicles or objects thus avoiding an accident. You have a loss of steering capibility when the tires lock and skid. Thats the best I can explainit.

Did the 4Runner get 4whl ABS in 1994? Didn't know it was even an option until 1996
