adjusting parking brake at the drum

I've had a terrible rattle coming from the PS rear wheel area for some time now. I finally got around to buying a set of jackstands that would go high enough for me to use. I pulled the wheel off, then the drum cover, exposing the shoes, pulleys, etc.. I noticed that the cable for the ebrake is very loose (not taught). I'm almost certain that this is the cause of my rattle.

What's the best way to make the cable taught at the drum?

BTW... I did a search, but most of the posts that turned up dealt with the number of clicks at the e-brake handle and such.

:::EDIT:::
thought some pics might help...

I'm pretty sure this is the source of the rattle:

but this is also loose:

rattle

Greetings Follow that cable to the middle of the truck and you will see where it attaches to a bell crank type device. this is where the back cable meets the front cable. there will be a set of adjusters on the tranisition. This is where you make the adjustments to the cable to tighten or loosen the E brake cable. Hope this helps
