Yes, they are all steel and you will most likely have to drop the tank

would it work if i cut both the steal lines infront of the tank an the back of the tank then feed 2 peices of steal tubing through there and connect them back together
with some pressure couplings?

Booty fab usually ends up being a bigger pain in the butt than if you do it right from the start.
Easiest thing to do is drop the gas tank, actually FIND the leak, and fix the brake lines.

Title edited for clarity and purpose.

While you got the tank dropped, drain the gas and flush the tank, check your fuel pump/pickups, check the frame there by the gas tank for rust, clean stuff up, put a new coat of paint on your gas tank and gas tank skid...and oh yeah...fix the brake lines.

If you drop the tank you will have to replace your sending unit in the tank and you may have problems with the bolts that hold it in ( the lines may brake droping the tank since your brake lines are rusted then so will the fuel lines). You are into a whole other headache.
I would just cut the line and get out what you can and run a new one from the front to back.

I also suggest new lines front to back. Much easier. Buy a roll of the coated steel brake line. It will last much longer than uncoated steel lines, for just a bit more money. Buy the fittings you will need, get yourself a double flaring kit ($30) and a tubing bender ($15), and make your own lines. It is quite easy if you take your time, and doesn't require dropping the fuel tank.
