2nd gen 4runner swaybar links

hey guys, im installing a 4" superlift and need to disconnect the anti swaybar links from the swaybars but im having quite a bit of trouble because the bolt which is 17mm just keeps turning when torque is applied, this occurs on both sides of the 4runner, thanks for any replies

There is a small hex key hole in the center to keep the bolt still.

Properly executed, you hold the key and stand on the wrench to break it free. A box end wrench around the bolt and then the key in the middle should do the trick.
