Does the insulation go between the clutch bracket and the firewall?

I'm in the process of replacing the clutch bracket on my 1991 4runner and was wondering if anyone would happen to remember if the insulation goes between the firewall and the bracket? It would seem odd for it too but thats the only way it seems to go back together.
