hang up in break pedal

hang up in break pedal
When you push the brake pedal on my 87 4runner it will go down about 1/2 way and get pressure then the pedal drops again and then finally starts to aply the brakes. I bled the brakes and it didn't help could this be a master cylinder going out or something else?
