I've a lead on a cheap Manik bush guard on craigslist, the ad says:

"Manik says it fits a 96-98 but I took it off a 92 - each mounting flange has 4 holes"

any idea if it'll fit a 99 4Runner?

You probably will not be able to use it on your 99 as the 99-02 have the "fat lip" bumper. I just acquired a custom brush guard for my 98 and the brackets were shorter then those you would need for your year bumper. The only way you might be able to use it would be to fabricate new brackets that will extend the guard...unless you plan on putting up dirtoyboy's kiester, then his recommendation would be appropiate.
