Vacume hose missing and one plugged off.

I think there is supposed to be a vacuum hose on the dashpot but as you can see there is not one there. Is there supposed to be one there and what would it go to.

Also when I bought the truck 2 weeks ago it had this golf tee in the hose, what was the last owner trying to "fix" and how do i fix it properly?

This is on an 87 4runner w/ a 22re and I think federal emissions.

The one thats plugged with the golf T is not used on your truck unless you have cruise control.
