Another oil cooler question

Another oil cooler question

I know there are quite a few posts on here about this, but there is one thing that confuses me on almost every FSM or other repair guide I've seen.

On the 4WD vehicles, install the oil cooler with the relief valve and 2 new gaskets. Tighten to 43 ft. lbs. (59 Nm). Tighten the other 2 bolts to 29 ft. lbs. (39 Nm).
Now, is the big center bolt (24mm) in the middle of the cooler the one that is tightened to 43 ft. lbs. or is it 29? Also, what other 2 bolts?! I removed mine yesterday and the only bolt I needed to remove was the 24mm center bolt.
