vac. problems

I have a 1980 toyota that has some type of vac. problem for some resaon the blk/ylo wire has been cut (previouse owner) I found where it was cut and begin to reatach it and when I did the other end of this wire goes to the hot side of the batt. and it draws juice all the time and if I dusconeect it then it acts like is isnt getting ANY power and the starter wont even kick over I checked the ingnition switch and there is nothing wrond with it I also checked the starter and it is good as well any ideas ???

This is a simple problem and easy to diagnose its your selunium rectafire.
