2004 Highlander Only Came with 1 Remote

I recently bought my wife a 2004 Highlander and it only came with 1 remote. I got another remote, but it doesn't seem to reprogram using the lock/unlock instructions. Any ideas?

You can find programming instructions on google. Change the battery in the bad remote too, if the battery is dead it won't program. You can always take it to the dealership last resort but they'll charge you out the a$$ to program it

Call a mobile locksmith. They'll do it for you at a fraction of the cost of the dealer ship.

I just realized that the FCC code on the back of the new remote doesn't match the working remote....will that affect the reprogramming? The two remotes look identical though (unlock and lock on one side and the red panic button on the back side).
