Problem with torsion bar bolt
I have an 86 2WD Pickup, and am having problems fixing a broken anchor arm. I got the old arm out, but the bolt that maintains the arm at an angle to the frame (to adjust ride height) doesn't want to come out. The double-nut arrangement on top feels like it's welded solid to the bolt. I've been hosing it down with PB Blaster for 2 days and trying this way and that with a makeshift breaker bar, but I can't get it to budge. It's not at all rusty, and with all the spraying and fiddling, it's not even really grimy, especially on the bottom.
Looking at it closely, it looks almost like the two nuts are welded to each other, though I can't be certain that they're not simply a bit deformed from all the (failed) wrenching.
Could anyone suggest a way to get those nuts off? Worst case, how hard would it be to just cut that bolt and replace it?

Have you tried heating it up with a propane torch or something similar? Sometimes that does the trick. Otherwise, cutting it out will work if you get desperate enough. Then the replacement is simple.

Cut them out and replace them. You arent going to want to reuse those especialy if you ever plan on taking them out again.
When I turned mine up they broke, I replaced them and then a couple months later when I did the SAS I took them out and the new ones broke.
So I say just hack em off and replace them instead of fighting them.
