Water Pump INSTALL HELP ASAP!!

Water Pump INSTALL HELP ASAP!!
In the process of installing a new water pump but ran into a big problem...
After installing the new oem gasket, and pump, then after I put the bolts back in, the PUMP WONT TURN! It wont even give at all...I even tried the old water pump and it does the same thing!
When I just held it in place and turned it, I could hear it scraping the inside. I thought, maybe I'll just put all the bolts and see what happens. Well I got them all in and it won't even turn and I didn't torque them down yet either, just tightened by hand with a socket.
