Weber 32/36 Problems (20R)

I just recently installed a brand new weber 32/36 into my truck. Its a 20R engine. The truck had a 32/36 on it before I installed the new carb. The old weber was leaky, and pretty ancient (hence the new carb). I cant seem to get the new one to run right. The truck didn't run right with the old carb (because it leaked). I have installed a new coil, plugs, cap, and rotor. I pulled the plugs out today and they were COVERED in carbon (from running too rich). The truck stumbles/misfires when driving at low RPM. Seems to run better at higher RPM. Even with the mixture screw turned down to about 1/2 turn out, it still stumbles. I'm assuming its a fuel pressure issue so I just ordered a regulator/gauge etc.

Other than that, I'm stumped. Does anybody have any input or have you had similar problems?
