HELP 1986 22r engine trouble

I PURCHASED A 86 4X4 WITH A 22R ENGINE. THE ENGINE IS HARD TO START BUT WHEN YOU GET IT GOING THERE IS ALMOST NO THROTTLE RESPONSE UNTIL YOU GET THE PEDAL HALF WAY TO THE FLOOR, the engine will idle (rough) but has no power to pull itself. I did a compression test and the #2 cylinder was only holding 90psi while the rest were between 130-140psi any ideas (I think I need the head reworked) I cannot afford to just throw parts at it Am I on the right track with the head or is it possibly the fuel system??

PLEASE HELP A POOR UNFORTUNATE NEWBIE

90 PSI in a cylinder is pretty bad. Next step would be to do a Leak Down test to see where all your compression is leaking from.
