99 runner no start issue

I am having an issue with my 99 4runner. It will just sometimes click (the starter) when turning the key and will eventually start when the starter is hit with something. Now I know that's the solenoid as I have had this happen with 3 previous toyotas but my wife asked (since she drives it daily) that it only seems to do it when it's low on gas, like below 1/4 tank. Now I don't think it has anything to do with it but it is kinda wierd so I figured I would ask. Is there something connected that would make it not start like that if it was low on fuel?

How are the battery connections? Bad connections always cause problems.

They're all good, I have gon through the process of elimination with it. If I jump the starter main post and solenoid connection it starts.

how are you on the tsb issue for the fuel gauge? it may not be your issue, but since alot of the problems are 1/4 tank being actually empty, the maybe you are low on fuel? just throwin that out there

The gauge is fine. I can still drive quite awhile on that 1/4 tank until the fuel light comes on. It just seems to her that the starter only acts up when she's lower on fuel. It did it yesterday when we had less than 1/8 tank and then I filled up and it hasn't done it yet. I'm going to have her keep an eye on it and tell me if how many miles she's gone before it does it again. I don't see what would connect the low fuel with the starter just clicking.

nah i cant see the effect on starter or lower fuel either, thats why i thought tsb all the way....
