Question Rear Brakes lock just before stop

90' 4Runner
This has probably been covered, but I could not find it. It's driving me nuts. When slowly rolling to a stop, the rear wheels lock up just before the truck stops. I have no ABS light on, the rear shoes look almost new and are in adjustment. I have messed with the proportioning valve and it seems to make no diffference as far as this problem is concerned. I have even pulled the ABS fuse and it still does it, so I guess it's not ABS related. I can't think of what to look at next.

By the way, stupid question here, but what does the bottom button on the Toyota remote do?

We'll assume the front rotors and pads are in good shape and working well?

Seems like your front brakes aren't working well, to me.

check for gear oil or brake fluid leaks behind your drums. Fluid leaks can attract dust and dirt and cause brake binding like that. Other than that, proportioning valve is all I would think of. Does the valve still move freely when you move the lever up and down?
