Question What is this on the rear axle?

I've got a 91 4x4 singlecab, and I'm trying to figure out what this thing is on the rear axel. It's some type of twisted bar(very thin) that connects between the axel and the frame or body(can't remember). It has some type of bushings and a single direction swivel on the axle. It doesn't look like it does anything, or like it even could since it looks so thin. I don't see anything in my chiltons.

a brake proportioning valve so that you don't lock up ur rear tires when ur not carrying a load, the more weight in the rear of the vehicle, the more rear brakes you get
