need cost/benefit opinions

my brother has picked out a dell inspiron 17 laptop for college next year and dell is offering different ghz options. it comes with a 2.13 ghz processor and they offer a 2.26 ghz option for $35 extra. is this worth the money or should he just get it with the 2.13 ghz processor?

I went as high as I could financially phantom (within reason) on the cpu. Memory/ harddrive etc. you can always upgrade later. You're stuck with the motherboard/cpu etc.

I bought one 2 years ago and went with the T9300 @ 2.5Ghz. It's still very quick for what I am concerned and I use it daily for programming work.
