Truck wiring issue or Radio issue?

I am currently running two radios in my '85 Toyota: A galaxy CB tuned to 9 watts and a Uniden Marine Band Radio (I know I know, illegal... but its what my hunting party and every other hunting party around uses.)

I have no issues with my CB other than a broken antenna.

My marine band on the other hand, going down the road or just idling, I get a lot of motor noise (heres the kicker) with the radio turned off! I also have the radio turn itself on even when the knob is turned to off. I've redone the ground and all connections to no avail.

Is this a truck issue, or a screwed up radio?

Do you have the wires from the radio tied up? If not they may be flopping around and the constant power wire may come in contact with the turn on wire and cause it to come on. Where are you grounding the radio?

The radio is grounded on the passenger seat mounting bolt. All the wires (just two, a power and a ground) are behind or under trim pieces and don't move around a lot.

I figure its the radio is messed up, but I wanted to make sure that a bad ground or something somewhere else on the truck couldn't be causing this issue.
