Yes, but you'd need to specify it at the time of ordering and give the size of your flares.
In my bumper, its regular size, but I'll be modifying it to fit the guards for quarter panels I'll build this summer.

CBI Update:
There is a little delay in build process as we found that not all 3rd Gens have the same frame. There was a slight change in apearance in '99 along with adding 5th body mount at B-pillar. It seems that Toyota also changed bolt pattern on the frame that time.
Steve's '96 and mine '01 have different hole and bolt pattern on the frame rails. So me and another Steve (CBI) are working out on that.
Another side note is that Production unit is slightly different to the one on Steve's truck. I'll post up some images tonight of the production unit.

NOTE: If you do order this bumper please verify your year and check the dimensions on the frame for the holes. I'll post up an image tonight of what I'm talking about.

Alex, I'm confused as to why yours isn't fitting my bolt pattern is the same as yours. In fact the tow hitch that I took off of mine was made to fit '96 to 02 4Runners, and utilizes the same bolt holes as the bumper. You might need to encourage it a bit...

As you can see there are 2 extra holes on the frame rails except those 2 hitch ones. on '99-'02 the location of those holes is different for '96-'98, because your bolt pattern didn't match with mine. Hitch just holding by 2 bolts on each side, so those holes are similar, but the rest is different. And it seems that frame rails become 2mm (~3/32") thicker

Yes, he could do this as well. But you'd need to give him a donor for a few days (read any 2nd Gen. 4Runner), so he can make a template.

yeah... problem is that im in cali and hes in idaho. would be kind of difficult to match a template to my truck that is miles away... i'd have to try and get him to take the time to get a template made :/

I'm just wondering if they are big enough to have inserts put in to house some aux. back-up lights.

In theory they big enough fot 2" lights, but the problem is the body behind it. Basically there is no space behind.
Solution is what you can find on my 4th Gen Bumper.

ANy type of light might work, but you would need to consider that your bumper is a structural element which may see an impact. I'd try not to put anythingon the face as it will be damaged first. You can use same idea as I did and use LED lights. I just had those 510s in my garage and used them.

We have a VisionX led pod on the back of our (Long Beach Racers) 7sx race truck. Those things can take a serious beating and still work, but they are expensive. Something like this maybe a better economical choice but I have NO experience with them. http://www.oznium.com/high-intensity-led-floodlight

I have lights mounted on the back of my BajaRack, that way they are high to cover more area.
