rear locker? and random blue harness

Two questions:

1) I want to get a lunch box locker for my ‘99 Tacoma 4x4 V6 5spd (rear). Kits that only includes the internals, and let you keep your factory carrier. They function by locking the rear wheels together until they are forced to spin differently, e.g. when turning. I went to ORW the quoted me 420$ (parts only) for one that might not work. Any ideas? I think it was Detroit model, “easy locker” or something. I was hoping to only spend like 350$.

2) I have an electrical connector hanging from above the transmission it’s currently dangling on the driver side, but it could reach over. Also, it from the end it goes strait up, and makes a 90 degree turn towards the front, like it was meant to. It doesn’t look damaged. It looks just like the back up light sensor harness, but it’s blue. And I don’t have a back up light problem. If you hadn’t noted above, it’s a ’99 Tacoma 4x4 V6 5spd. Any ideas what it goes to? It’s really bugging me.
