How do I clock the XRC8?

I was going to put my new XRC8 winch into my ARB bumper last night, of course the winch was going to need to be clocked to access the clutch lever. My problem was that after removing the ten bolts required to clock it, only the cover could be rotated and not the housing itself, essentially netting me nothing. Am I missing something here, how do I get the housing to rotate??

Yeah, I figured that was the only way to do it, so I did that way. The funny thing is, they don't mention that step in the directions. Go figure!
