Windshield wipers stop mid windshield when turned off during cycle

Is this a wiper motor in need of replacement? When I turn off the wipers mid-cycle, they stop wherever they are, instead of returning to the bottom of the windshield resting position. It’s a minor annoyance, but something I’d like to fix. The wipers work in every speed.

In the one wiper motor I looked at long ago, this feature was controlled by contacts inside the wiper assembly. I don't see how it would be any different for newer vehicles. You could spray some contact cleaner in the harness connector to see if it made a difference, but I doubt it.
