Question Too much fuel??

After replacing the head gasket and exhaust manifold, my 2000, 2.7 we have a no start situation we cannot solve. Basically, the engine cranks but does not start and appears to be flooding. Today we found that when the fuel pump is disconnected, the engine will run on brake clean.

What might cause the engine to get so much fuel that it cannot be started?
