Throttle body operation question
2002 4runner sr5 4x4 throttle body....
took it off to clean (which it really needs)
1: should there be almost 90 degrees of rotation before the plate starts to move?
2: Is it supposed to not open all the way? here is the video....

That is the fail safe operation. Its normal. The butterfly is actually operated by an electric motor, not the cable. In the event of a throttle motor actuator failure, you can still get 1/4 throttle to get home or safely off the road

ah, I see, thank you. I must be blind but I didnt see that info in my tech manual. oh well.
