rust spots on truck?

rust spots on truck?
I have a few small rust spots on my 02 4runner. They are on the tail gate. I can use a clay bar to rub them out but they come back after a month. Besides for repainting is there anything else I can do?

THey could be coming though from inside the tail gate. Sometimes due to weld spot that start to rust. Best way is to sand down to bar metal and have a clean edge from rust. Kinda like cancer surgery....
