I think the flares are for state inspection. Street cars need to have the tire treads inside the fender and trim.

Yep, they have to have the flares to pass inspection here. They consider the tires "in the wheel well" with the flares.:pat:

BTW It's here in Okinawa, Japan. It moves, but very slowly.
