Rough start after sitting?

Rough start after sitting?
Some times my rig will start right up on the second turn some times it takes 5-10 I think its fuel evaperating out of the charcoal canister? but that is just a wild guess. Also when its sitting i hear a wierd noise comeing from the canister.... Do they go bad or what? Thanks.
