Pull the EFI fuse or the negative battery connection for 15 minutes. Then reinstall.

The 22RE ECU is so basic it doesn't really have long term memory. It pretty much resets itself every time you turn the key off.

Thats so wrong I actually think you must be joking?...it remebers a lot actually, its a big reason for adding the ecu in the first place, its a brain for your car that learns and adapts to things you might never even notice are happenng. It maintains an "optimal" fuel/air ratio, timing, idle, remembers error codes and so on. All in the face of failing parts and changing conditions. It even keeps track of all the times you pick your nose while driving All things that are very helpful in keeping your yota healthy and on the road longer! You should reset your ecu after most major repares that effect engine performance, or it will actaully continue to compensate because it hasnt learned it is fixed yet, and may start running worse untill it catches up (slow developing vaccum leaks secifically in my experience). New cars just make it look like childs play in comparison but its still impressive and very helpful!
