The '95 FSM for the 5VZ-FE also says Jiggle Valve down on page EG-194, Thermostat Installation 1(b). Someday I may flip mine from down to up and see if SGII shows a difference in temps. I doubt it will.

not sure about the tensioner. i'd have to look at my stack of receipts from the previous owner. fan clutch appears good as it does the typical roaring for a bit after starting the motor.

I'd start to say to check the fan clutch, but since you see these temps all the time, not just idling in traffic, I'm inclined to believe it is not the clutch.
