Occasional high idle

Vehicle: 1996 4Runner Ltd. 3.4 auto 4X4
Mileage: on body @ 280K, engine and trans @ 120K
Complaint: I noticed last week while driving through a subdivision checking out yardsales that my idle seem too high. Vehicle was at operating temp, driving less than 5mph throughout the sub. As I came to stop the idle crept to about 1500-1700 or so. I looked under the hood and could hear a clicking noise from the VSV.

I can't remember for sure (was two weeks ago) but I think I pulled the top vacuum hose off and it was puffing air, not a constant flow but a quick PUFF, PUFF, PUFF, PUFF until I turned the engine off. It sat for maybe 15 minutes while we talked and when I started it up it was back to normal. Temp that day was around 75, light to no humidity.

Same thing happened three days ago. This time it drove fine through town about 6 miles, I did some shopping for about 15-20 minutes and then came out and started it up and the idle was around 1500-1700. This time it was about 85 outside and sunny. It drove fine the 30 minute (20 mile) through town drive home. I never noticed the idle high at stop lights or even when I came home. I read up on AllData about checking the VSV (pictured above in the top right) but haven't had a chance to do it yet.

Has anybody noticed their VSV puffing like this and if so what did you do to repair it? The search didn't turn up anything valid and my 4Runner does have the updated 50cc air chamber to eliminate the buzzing noise.
